A oltre vent’anni dall’adozione dei Principi di Washington, nel 1998, il cammino di ricerca, recupero e restituzione delle opere d’arte sottratte con violenza, diretta o indiretta, sotto il regime nazista rimane ancora lungo e accidentato. Il trascorrere del tempo, la morte delle vittime e dei testimoni, i molti passaggi di mano in un mercato sempre più globale, un certo affievolirsi della memoria collettiva, contribuiscono anzi ad aumentare, a ogni nuovo decennio, le difficoltà di adempiere a un legato di giustizia il cui valore va molto oltre il ristoro materiale delle famiglie di chi fu ingiustamente privato di questi beni. Come l’opera d’arte non può essere ridotta al suo valore economico e oggettuale, così il recupero di questi beni è prima di tutto un doveroso impegno di memoria e di riparazione dell’ingiustizia, di ricucitura delle relazioni – tra le vittime e le loro comunità di appartenenza, tra le opere d’arte e la loro storia, tra il passato e il presente – indispensabile per la tenuta stessa della cultura e dei valori delle civiltà occidentali liberal-democratiche. Per questo il convegno si propone di riflettere sui risultati fin qui raggiunti nell’applicazione dei Principi di Washington nel vecchio continente, ponendo a confronto e in dialogo gli approcci e le esperienze di tre paesi – Italia, Svizzera e Germania – tra i più direttamente coinvolti nel vorticoso movimento di beni culturali che ha preceduto, accompagnato e seguito il secondo conflitto mondiale, e ponendo altresì in relazione il tema della restituzione della memoria ‘rubata’ con quello, sempre più attuale, dell’arte come forma di memoria e di restituzione e riparazione.

More than twenty years have passed since the Washington Principles were adopted, in 1998, and yet the road towards the recovery and restitution of cultural objects forcibly taken under the Nazi regime and occupation still appears long and uneven. The passing of time, the death of victims and witnesses, the many transfers of ownership and location of these properties in an increasingly global market, a certain weakening of our collective memory, all contribute to increase, at each passing decade, the difficulties in paying this debt of justice, whose meaning goes well beyond providing material redress and restitution to the heirs of people violently and unfairly deprived of their cultural goods. As an artwork cannot be reduced to its material and economic value, so the restitution of these looted objects is first and foremost a duty of remembrance and of reparation of suffered injustice, a commitment to mend human relationships – between victims and their communities of origin, between artworks and their history, between past and present – indispensible to preserve the very culture and values of liberal democratic societies. For these reasons the conference aims at fostering thoughtful reflection on the current state of implementation of the Washington principles in Europe, particularly by comparing the experiences of three key countries – Italy, Switzerland, and Germany – that have been most directly involved in the whirling circulation of cultural objects which preceded, accompanied and followed WWII. The final section of the conference will also try and investigate the relation between restitution of ‘looted memory’ and art as a way of remembrance, restitution, and reparation.

Il convegno sarà introdotto, nel pomeriggio di mercoledì 5 maggio 2021, dalla proiezione del film Hitler contro Picasso e gli altri (Italia, 2018, regia di C. Poli, 94') presso il Memoriale della Shoah di Milano, preceduta, per chi fosse interessato, da una visita guidata del Memoriale. Ove le condizioni sanitarie rendessero impossibile la visita, verranno comunicate modalità alternative di partecipazione all'evento introduttivo, il cui programma dettagliato verrà pubblicato in questa pagina. / The international conference will be introduced, on Wednesday, 5 May 2021, in the afternoon, by the showing of the documentary film Hitler vs. Picasso and Others (Italy, 2018, directed by C. Poli, 94') at the Shoah Memorial of Milan. For those interested, before the film it will be possible to participate in a guided tour of the Memorial. In case sanitary requirements forbid the visit, alternative attendance information will be published here. The complete and detailed programme of the introductory afternoon will be also published in this webpage.
